New Delhi: In a major reform aimed at strengthening medical education, the National Medical Commission (NMC) has eliminated key restrictions on MBBS seat expansion, opening the door for a sharp rise in undergraduate medical seats across the country.
As per a gazette notification released on April 27, the commission has updated its 2023 regulations governing the establishment of new medical colleges and the expansion of existing courses.
A key highlight of the amendment is the removal of the 150-seat cap for MBBS programs in colleges seeking expansion from the 2024–25 academic year. Institutions can now increase their intake without any upper limit, provided they meet required standards.
In another significant move, the NMC has done away with the population-based guideline that required states to maintain 100 MBBS seats per 10 lakh population. This change is expected to simplify the approval process and accelerate seat expansion.
The commission has also modified infrastructure norms. Instead of the earlier 30-minute travel time restriction between a medical college and its teaching hospital, the new rule sets a maximum distance of 10 km. For northeastern and Himalayan regions, this has been relaxed to 15 km.
These changes, introduced under the NMC Act, 2019, apply to both undergraduate and postgraduate medical education frameworks.
The decision is likely to benefit both government and private medical institutions, especially in states where demand for MBBS seats far exceeds supply. However, with increased flexibility comes the responsibility to maintain quality education, infrastructure, and clinical training standards.
